Then the Dec. 26 tornadoes hit. The problem? Rebuilding costs more than what insurance is paying. Th<\/em><em>ey\u2019re both HIV positive, on disability and live on a fixed budget. For this couple, there isn\u2019t much room to cut back.<\/em><\/p>\n<hr \/>\n<p>Alfredo and Anthony Fowler-Rainone love listening to wind chimes in their quiet backyard.\u00a0The sound of a tarp, cracking as the breeze whistles through a gaping hole in their roof, is less soothing.<\/p>\n<p>On Dec. 26, Anthony said they barely made it inside their laundry room before the worst of the storm slammed into the house.<\/p>\n<p>\u201cHugged each other, held the dogs tight. Photo\/Lara Solt<\/p><\/div>\n<p>He\u2019s lived in his home for almost 30 years, and Alfredo joined him a decade ago. They got married in New York in 2011, before same-sex marriage was legal in every state.<\/p>\n<p>It\u2019s been a very happy home, Alfredo said, even though a tornado peeled off the roof, twisted the second story and skewered the drywall with two-by-four beams.<\/p>\n<p>\u201cI\u2019m so stressed out &#8212; half the time I\u2019m ready to start screaming at somebody,\u201d Alfredo said.<\/p>\n<div class=\"quotemark \"><\/p>\n<p>\u201cEvery time I think about it, I want to go off in a corner and cry.\u00a0I don\u2019t know where we go from that point, other than cut what we have to cut to get our home back.\u201d<\/p>\n<p><div class=\"quote-source\">Anthony Fowler-Rainone, tornado survivor<\/div><div class=\"quote-rating-0\"><\/div><\/div>\n<h5>&#8216;SWEATING BULLETS&#8217;<\/h5>\n<p>Hiring engineers and contractors to evaluate tornado damage is taxing. Anthony said it gets worse when you thought you had more than enough insurance, then realize your homeowner\u2019s policy won\u2019t cover the full cost of repairs.<\/p>\n<p>\u201cI went from being way over-insured to sweating bullets and being underinsured,\u201d he said.<\/p>\n<p>The couple will be about $20,000 short when all is repaired, rebuilt and replaced. Alfredo, 49, and Anthony, 53, don\u2019t have much in savings and live on $2,100 a month in disability payments. They can\u2019t work overtime or pick up extra shifts.<\/p>\n<p>All they can really do? Photo\/Lara Solt<\/p><\/div>\n<h5>IN NORTH TEXAS, DEMAND OUTWEIGHS SUPPLY<\/h5>\n<p>Being underinsured isn&#8217;t uncommon.<\/p>\n<p>About 60 percent of American homeowners are underinsured, according to <a href=\"http:\/\/www.corelogic.com\/\" target=\"_blank\">the research group CoreLogic<\/a>.\u00a0Many people are underinsured because construction costs are high, which means rebuilding is expensive, especially in North Texas.<\/p>\n<p>Meloni McDaniel, President of Texo, the construction trade group for this part of Texas, explains why that&#8217;s the case: Construction is in high demand, and the supply of skilled workers is limited. Therefore, costs increase. Even more, the commercial industry is booming and those jobs are monopolizing the workers and materials from the residential market, she said.<\/p>\n<p><iframe loading=\"lazy\" width=\"900\" height=\"506\" src=\"https:\/\/www.youtube.com\/embed\/5B8-SwbKLqs?feature=oembed\" frameborder=\"0\" allowfullscreen><\/iframe><\/p>\n<p>\u201cA lot of people are moving here, a lot of headquarters are moving here, a lot of construction companies are moving here,&#8221; Meloni said. &#8220;Dallas-Fort Worth has always been in a bit of a bubble. But, right now, people, they just can\u2019t keep up.\u201d<\/p>\n<p>When a region is hot, building and rebuilding just costs more, which is why people who aren\u2019t diligent\u00a0about updating their insurance policies could find themselves short when disaster strikes.<\/p>\n<p>If that happens, McDaniel said working with honest contractors is the first step to take. Insurance doesn\u2019t cover landscaping, and they aren\u2019t replacing\u00a0that out of pocket. They need a new air conditioning unit upstairs that might have to wait. An electrical repair on their truck is on the back burner, too.<\/p>\n<p>They can only cover the essentials. Prescription drugs.\u00a0Both men are HIV positive. That, Alfredo says, makes medications crucial.\u00a0A lot of necessary medicine was ruined by water or just simply disappeared during the storm. Alfredo said medicine was one thing he couldn\u2019t afford to lose.<\/p>\n<p><a href=\"http:\/\/stories.kera.org\/tornadochecklist\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-87 size-full\" src=\"http:\/\/stories.kera.org\/rebuilding\/wp-content\/uploads\/sites\/14\/2016\/02\/oca-checklist_teaser.jpg\" alt=\"oca-checklist_teaser\" width=\"250\" height=\"118\" \/><\/a><\/p>\n<p>Along with a lot of beautiful things they collected over the years \u2014 artwork, Tiffany lamps, china, crystal \u2014 Anthony said seeing their wrecked treasures hauled to the dump was gut-wrenching.<\/p>\n<p>\u201cWe sat here and watched our lives being pitched out the door,&#8221; Anthony said. &#8220;For me, I don\u2019t know about Alfredo, but for me, it felt like I was dead. It was just my spirit watching what was being done, and I couldn\u2019t do anything about it.\u201d<\/p>\n<p>Moving day should come sometime this summer, when they finally trade a cramped hotel room for the house rising from the rubble.<\/p>\n<p>\u201cIt\u2019s going to become our home,&#8221; Anthony said. &#8220;We\u2019ve been together nine years, and we\u2019re going to be together nine years from now, and God willing that we\u2019re both alive, another nine after that.&#8221;<\/p>\n<p>The silver lining? The couple, who have been together for 10 years and were legally married in New York, are both HIV positive, on disability and on a fixed income. If they are able to rebuild, they\u00d5ll at the very least be out $4,000 because they are under-insured due to rising home values. They\u00d5ll have to get a loan and cut every ounce of spending fat to make it work. They\u00d5re currently in a pet friendly hotel with their three dogs.
