There are only 19 affordable homes for every 100 low-income families that need them. The math is playing out in West Dallas. New apartment buildings are popping up, but for long-term\u00a0residents about to lose their homes, there\u2019s nothing they can afford to rent. Here&#8217;s a look at some ways to address the affordable housing crisis.<\/i><\/p>\n<p><strong>\u2022 The latest:<\/strong> <a href=\"http:\/\/stories.kera.org\/no-place\/2017\/05\/24\/west-dallas-landlord-to-sell-homes-to-residents-judge-delays-eviction\/\" target=\"_blank\">Landlord offers to sell rental homes to longtime residents; judge extends move-out deadline<\/a>.<\/p>\n<hr \/>\n<p>More than 100 families are holding out in West Dallas, still living in old rental houses due to be shut down at the beginning of June. They\u2019ve known the day was coming for seven months. Two hundred of their neighbors have already moved.<\/p>\n<p>The people who remain say they\u2019re out of options.<\/p>\n<p>The city tightened housing standards last fall and 305 rental homes owned by HMK Ltd.\u00a0were deemed not up to code. Tenants were allowed to stay through the end of the school year. Smith<\/p>\n<\/div>\n<\/figure>\n<h5>Resources Exist But Aren&#8217;t Prioritized<\/h5>\n<p>Diane Yentel, who leads the <a href=\"http:\/\/nlihc.org\/\" target=\"_blank\">National Low Income Housing Coalition<\/a>, says housing has worsened since the home ownership crisis of 2007 and 2008.<\/p>\n<p>\u201cAfter that, of course, we had millions of people who were previously homeowners who lost their homes and either entered or re-entered the rental market,\u201d she says.<\/p>\n<p>That influx of renters has pushed\u00a0out people at the bottom of the income ladder.<\/p>\n<p>Yentel says the housing situation in this country is a crisis \u2014 and North Texas is in the thick of it. And with a conservative Republican administration, there are even more questions.<\/p>\n<p>Yentel sketches out several options the government has.<\/p>\n<p>\u201cIf we were to increase federal investment in programs like the <a href=\"http:\/\/nlihc.org\/issues\/nhtf\" target=\"_blank\">National Housing Trust Fund<\/a> program, which is a program that creates new rental homes only for the lowest income people, or Section 8 vouchers or other types of rental assistance that can help low-income people afford the homes they are in, that\u2019s what\u2019s most needed,\u201d she says.<\/p>\n<p>Right now, only a quarter of people who qualify for and need <a href=\"http:\/\/keranews.org\/post\/section-8-vouchers-help-poor-only-if-housing-available\" target=\"_blank\">Section 8 vouchers<\/a> get them \u2014 and the waiting list to receive them can be years long. Even with a voucher, there\u2019s no guarantee someone will find a place to use it.<\/p>\n<p>\u201cThe voucher program is highly successful but it only works when people are able to get into units that accept their Section 8 vouchers,&#8221; Yentel says. &#8220;Unfortunately, there are only a couple handfuls of communities &#8230; called source of income discrimination protection laws.&#8221;<\/p>\n<p>None of those are in Texas. Houston. Tom McCasland is director of the city&#8217;s housing and community development.<\/p>\n<p>\u201cIn some of our previously moderate income neighborhoods, prices have been rising dramatically,&#8221; McCasland says. &#8220;And so families who used to have neighborhoods that were affordable are finding themselves squeezed out of those neighborhoods.\u201d<\/p>\n<p>Houston is trying out a community land trust. Run by a nonprofit corporation, it allows people to buy homes at deeply subsidized prices. Smith<\/p>\n<\/div>\n<p>\u201cThat is one of the few mechanisms where you can have home ownership but have permanent affordability in that neighborhood,\u201d McCasland says.<\/p>\n<p>McCasland admits that in a booming housing market like Houston, keeping neighborhoods affordable is a challenge. For him, it\u2019s personal.<\/p>\n<p>\u201cI grew up in a family of nine kids, under-housed most of my childhood and living in poverty most of my childhood,&#8221; he said. &#8220;There\u2019s nothing more important to the safety and security of a child\u2019s future than having a good roof over their heads.&#8221;<\/p>\n<p>That\u2019s something just about everyone in West Dallas agrees on \u2014 the people losing their rental homes, the city and the landlord. But nobody can agree on when to move those families under new roofs and where those new homes might be.<\/p>\n<hr \/>\n<h6>The Latest In &#8216;No Place To Go&#8217;<\/h6>\n<p><em>The owner of hundreds of aging West Dallas rental homes that had been slated for closure said Monday, May 22 that he <a href=\"http:\/\/stories.kera.org\/no-place\/2017\/05\/24\/west-dallas-landlord-to-sell-homes-to-residents-judge-delays-eviction\/\">will sell <\/a>upwards of 75 of them to tenants. Hours later, a Dallas County district judge <a href=\"http:\/\/stories.kera.org\/no-place\/2017\/05\/24\/west-dallas-landlord-to-sell-homes-to-residents-judge-delays-eviction\/\">extended a move-out deadline<\/a> for remaining renters until October.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In Dallas, the numbers on affordable housing are shocking.
