Mayor Mike Rawlings hopes that policy means higher living standards for everyone, especially low-income families. K<\/em><span class=\"s1\"><i>hraish Khraish runs HMK Ltd, which owns 305 rental houses in West Dallas and nearby. He says he can\u2019t afford to fix those houses. Unless something dramatic happens, those families on the financial edge will have to leave their homes by early June.<\/i><\/span><\/p>\n<p><strong>\u2022 The latest:<\/strong> <a href=\"http:\/\/stories.kera.org\/no-place\/2017\/05\/24\/west-dallas-landlord-to-sell-homes-to-residents-judge-delays-eviction\/\" target=\"_blank\">Landlord offers to sell rental homes to longtime residents; judge extends move-out deadline<\/a>.<\/p>\n<hr \/>\n<h5>Complying With New Standards<\/h5>\n<p>When some people think of business in West Dallas, they think of new developments, high-end apartments and the Trinity Groves restaurant scene. Khraish Khraish\u2019s company owns storefronts that have been in the neighborhood a lot longer \u2014 car mechanics, tire sales and appliance repair shops.<\/p>\n<p>Khraish and his father are co-owners of HMK Ltd. Back in 2004, they bought hundreds of 70-year-old rental homes in West Dallas and Oak Cliff. You essentially would have to rebuild them,\u201d<\/p>\n<p>Here\u2019s the problem: Renters are paying as little as $300 a month. Demolishing the houses and starting from scratch would price those families out of the new homes.<\/p>\n<p>He says that\u2019s why HMK is shuttering the rental houses. Khraish and the city of Dallas agreed: HMK wouldn\u2019t be fined for code violations through the end of the school year. Families have until June 3\u00a0to leave \u2014 about 200 of them already have.<\/p>\n<p>Just this week, Khraish collected 100 signatures from residents who remain. The petition asks a district judge for an extension of 12 to 18 months so HMK can develop affordable housing in West Dallas.<\/p>\n<p>He\u2019s filed a request for an emergency hearing which is scheduled for Friday.<\/p>\n<p>\u201cI think the families that remain are holding on to that last bit of hope that a miracle\u2019s going to occur and that they\u2019ll get to stay,\u201d Khraish says.<\/p>\n<hr \/>\n<h6>Map: West Dallas By The Numbers<\/h6>\n<p>West Dallas is made up of seven census tracts. Photos\/Courtney Collins<\/p>\n<\/div>\n<p>\u201cIt\u2019s not just for people with money, but for people who don\u2019t have money and we\u2019ve got to have clear standards, and I\u2019m glad we did that,&#8221; he says. &#8220;It\u2019s hard because policies have implications and it creates change, but I think ultimately we need to raise the bar for families that live in poverty.&#8221;<\/p>\n<p>Like the hundreds of families who live in HMK<em>\u00a0<\/em>houses.<\/p>\n<p>\u201cI don\u2019t want anybody left behind,\u201d the mayor says.<\/p>\n<p>Rawlings says early last year, the city reached out to several landlords with the hopes of finding solutions before the code changed.<\/p>\n<p>\u201cThe lion\u2019s share of those landlords are working with us and we\u2019re monitoring those homes and we\u2019re trying to make government work for them,&#8221; Rawlings says. &#8220;HMK decided not to participate in that plan and just ask his residents to leave.\u201d<\/p>\n<p>Khraish denies that.<\/p>\n<p>He has a copy of the \u201ccommitment card\u201d he emailed to the city of Dallas in January of 2016.\u00a0 It states that HMK commits to \u201cmaking the neighborhood where it owns properties better.\u201d Khraish says he made changes to one part of the agreement asking for city code inspections without notice at any time. Smith<\/p>\n<\/div>\n<p>\u201cIf I could continue renting to these wonderful families indefinitely I would,&#8221; Khraish says. &#8220;This accelerated pace has been completely at the hands of the city. The city has decided that now is the time to redevelop this property.\u201d<\/p>\n<p>And that\u2019s something the mayor denies. Rawlings says the goal is to simply get people into quality housing. And the suggestion that this is a land grab? That the city is moving people out to move in development? He dismisses that as a conspiracy theory.<\/p>\n<p>\u201cThat assumes that the city can push someone out, and we can\u2019t. Smith<\/p>\n<\/div>\n<p>Both sides feel for them.<\/p>\n<p>Rawlings says it\u2019s the people who live there who make the neighborhood. \u201cThat\u2019s why we\u2019ve got to make sure those families continue to stay there; it makes us richer,\u201d the mayor says.<\/p>\n<p>Khraish says: \u201cWhat worries me is that my community in West Dallas has no place to go.\u201d<\/p>\n<p>No place to go and very little time to change that. Especially as West Dallas real estate shoots up and giant yellow construction cranes dot the skyline.<\/p>\n<p>Bill Hall with Habitat for Humanity has watched it all happen.<\/p>\n<p>\u201cUp until about five years ago, we could easily buy lots for $5,000-$10,000 and build a new home on them,&#8221; he explains. &#8220;Now they\u2019re $50,000 and $60,000. New homes are being built for $350,000 when the average rent a year ago was probably $500 or $600.\u201d<\/p>\n<h5>A Serious Offer Or \u201cA Complete Joke\u201d?<\/h5>\n<p>Khraish Khraish says Rawlings got in touch with him on April 20 and said someone was interested in buying the rental houses HMK owns in West Dallas. In a phone call to Khraish, the mayor said it was a \u201cprivate matter between you and the buyers\u201d and that Rawlings \u201chad been turning over different rocks to see who was in that market of home buying.\u201d The mayor said HMK would be receiving a letter of intent from Residential Capital Partners.<\/p>\n<p>Khraish says the letter offered one of two deals for 263 of HMK\u2019s homes:<\/p>\n<ol>\n<li>85 percent of the market value (roughly $17 million) minus what it would cost to bring each house up to code (which Khraish says is \u201cinfinity\u201d).<\/li>\n<li>Lot value as determined by the Central Appraisal District (roughly $2.3 million).<br \/>\nKhraish calls the offer \u201ca complete joke,\u201d considering that nearby lots are for sale at much steeper prices. He also questions why the mayor was involved at all.<\/li>\n<\/ol>\n<p>KERA reached out to Rawlings\u2019 office, and his aide, Scott Goldstein, sent this response by email:<\/p>\n<p>\u201cResidential Capital Partners made an offer to purchase HMK properties as part of a deal that would provide the opportunity for renters to become homeowners. The mayor had previously asked Khraish Khraish if he would entertain an offer to purchase his property. Mr. Khraish said he would. The mayor became aware of the interest from Residential Capital Partners and notified Mr. Khraish that they would be sending him an offer, which they did.\u201d<\/p>\n<hr \/>\n<h6>GRAPHIC: WEST DALLAS HOUSEHOLDS THAT CAN\u2019T AFFORD RENT<\/h6>\n<p>Unaffordable housing requires an occupant to spend more than 30 percent of his\/her income, according to the National Low Income\u00a0Housing Coalition.<\/p>\n<p>West Dallas is made up of seven census tracts.
