The city said they aren\u2019t up to code, so the landlord had to choose: Fix them or close up shop.\u00a0He picked the latter.\u00a0With a June 3\u00a0deadline looming, many families living in those homes already have left. But some people remain with no plan for their next move.<\/em><\/p>\n<p><strong>\u2022 The latest:<\/strong> <a href=\"http:\/\/stories.kera.org\/no-place\/2017\/05\/24\/west-dallas-landlord-to-sell-homes-to-residents-judge-delays-eviction\/\" target=\"_blank\">Landlord offers to sell rental homes to longtime residents; judge extends move-out deadline<\/a>.<\/p>\n<hr \/>\n<h5>&#8216;I call it the wall&#8217;<\/h5>\n<p>West Dallas in 2017 is a tale of two neighborhoods. The Trinity Groves restaurants and apartments cluster at the base of the <a href=\"http:\/\/stories.kera.org\/no-place\/2017\/04\/23\/the-story-of-the-place-on-the-other-side-of-the-trinity\/\" target=\"_blank\">Margaret Hunt Hill Bridge<\/a>. Construction cranes continue their westward march, promising new townhomes and shiny studio apartments.<\/p>\n<p>Right next door are appliance repair shops, old churches and aging houses.<\/p>\n<p>\u201cI call it the wall; it\u2019s the financial wall,&#8221; resident Ronnie Mestas says. &#8220;Those new apartments that are right there, you know? He sits on the education committee of &#8220;West Dallas 1,&#8221; a six-year-old group representing each of the local neighborhood associations. He also grew up in West Dallas. After years in the Navy, he decided to retire here, too.<\/p>\n<p>\u201cI came back to my roots. I love it here,\u201d he says.<\/p>\n<p>Mestas doesn\u2019t fear gentrification. He knows it signals change \u2014 landlords charging more, property taxes ticking up, more visitors. He says development also cleans up the neighborhood. Before all the new construction, one of his friends was afraid to take her grandchildren to play outside.<\/p>\n<p>\u201cShe couldn\u2019t go there because it was a swamp,&#8221; Mestas says. &#8220;There was mosquitoes. There were trailers, trash, prostitutes, drug dealers all of that stuff in that area where she\u2019s at.&#8221;<\/p>\n<p>He\u2019s also worried about neighbors who live in rental homes owned by HMK Ltd., the ones that will be cleared out in June. Residents were given seven months&#8217; notice to vacate. Their house isn\u2019t falling down. It\u2019s got a new teal paint job and recently replaced siding. Still, the floors creak, and the air conditioner sticks out a side window. It\u2019s wedged in with an old piece of wood and duct tape. No &#8216;if-whats&#8217; about it,\u201d he says.<\/p>\n<p>And that\u2019s hard to swallow because the Garcias love West Dallas.<\/p>\n<p>\u201cBack in \u201963, well, I was born here in one of the houses in West Dallas. But they knocked that house down, also. &#8230; I\u2019ve been [here] for all my life,\u201d Garcia says.<\/p>\n<p>And his family\u2019s roots are even deeper. Lily doesn\u2019t speak much English. Smith<\/p>\n<\/div>\n<p>When her father came to West Dallas, it was mostly empty land, dotted with a few houses.<\/p>\n<p>He wouldn\u2019t recognize the place today \u2014 and neither does Joe Garcia. The new apartments are impressive, but renting one is out of the question.<\/p>\n<p>\u201cIf I had the money, yes, who wouldn\u2019t? I mean it\u2019s something to look forward for,&#8221; Garcia says. &#8220;But in the process of it you know, it\u2019s just common sense that we just can\u2019t afford it.\u201d<\/p>\n<p>The numbers just don\u2019t work. Joe lives on $750 a month. The rent here is $425. He says after paying bills, he\u2019s left with about $20.<\/p>\n<p>\u201cOur money situation is always a stretch,&#8221; he says.<\/p>\n<hr \/>\n<h6>Graphic: West Dallas Households That Can&#8217;t Afford Rent<\/h6>\n<p>If an occupant spends more than 30 percent of his or her income on housing, it&#8217;s considered unaffordable, according to the National Low Income\u00a0Housing Coalition.<\/p>\n<p>West Dallas is made up of seven census tracts. He has epilepsy and says his seizures have kept him from working most of his life. He has to survive on government disability checks. He\u2019s worried a single arrest on his record after a fight in his 20s might prevent him from buying a home one day.<\/p>\n<p>Looming over everything? He\u2019s worried about his mom, who\u2019s distraught over losing her house.<\/p>\n<p>\u201cThat\u2019s the way my dad told me before he passed away in his bed. He told me \u2018you take care of your mom,'&#8221; Garcia says. &#8220;So that\u2019s what I\u2019ve been doing since he passed away back in \u201989. West Dallas is mostly right now &#8212; it\u2019s like older people live here. And they don\u2019t know where to go.\u201d<\/p>\n<p>The combination of tough housing standards and expensive new development means folks like Joe and Lily Garcia probably can\u2019t start over in West Dallas.<\/p>\n<p>That stings.<\/p>\n<p>\u201cPeople have been here all their lifetime,&#8221; he says. &#8220;It\u2019s hard for them to move out, you know? &#8230; It\u2019s a community that they just come and take out.\u201d<\/p>\n<p>The Garcias are caught in the middle of a conflict that\u2019s been brewing for months.
